Maturity Model

Defined Capability Progression Criteria

The Fractional First® Standard defines five maturity levels.

Each level represents a measurable progression in capability discipline.

Most organisations operate below structured capability.

Progression is not achieved through scale. It is achieved through sequencing discipline.

The model applies to both organisations deploying capability and fractional professionals delivering it. In each case, maturity is determined by sequencing discipline, not scale.

Application of the Model

The model is used to classify how capability is currently being deployed, governed, and validated.

It is not a measure of size, headcount, or spend.

It is a measure of sequencing discipline under constraint.

Current Operating State

Reactive engagement

Defined contribution

Structured capability

Sequenced architecture

Foundational integration

Level I - Reactive Engagement

Capability deployed without structured sequencing.

For Organisations

Indicators

Engagements initiated in response to immediate pressure.

Outcomes undefined at point of deployment.

Cost committed before validation.

No structured cadence in place.

Risk profile

Maximum dependency exposure. High irreversibility. Outcome uncertainty unmitigated.

Progression requires

Partial definition of outcomes prior to deployment.

For Fractional Professionals

Indicators

Engagements accepted without defined scope or outcomes.

Work taken reactively based on availability rather than structure.

Time allocated without defined cadence.

No formal validation of outcomes before continuation.

Risk profile

Income volatility, scope drift, and dependency on individual clients.

Progression requires

Definition of scope and outcomes prior to engagement.

Introduction of structured cadence.

Initial validation of outcomes before continuation.

Level II - Defined Contribution

Outcomes partially defined. Limited cadence discipline.

For Organisations

Indicators

Some clarity on deliverables at engagement outset.

Cadence present but informal.

Cost commitment precedes full validation.

Risk profile

Reduced outcome uncertainty. Dependency exposure remains elevated. Cadence gaps create bandwidth risk.

Progression requires

Defined scope and formal cadence structure.

For Fractional Professionals

Indicators

Some definition of deliverables at engagement outset.

Working rhythm exists but is not formally structured.

Scope partially controlled but not consistently enforced.

Risk profile

Improved delivery but continued structural inconsistency.

Progression requires

Consistent definition of scope across engagements.

Formalisation of cadence with clients.

Introduction of validation checkpoints.

Level III - Structured Capability

Defined scope and cadence. Reduced dependency exposure.

For Organisations

Indicators

Scope documented before deployment.

Cadence formally structured.

Dependency risk identified and partially mitigated.

Risk profile

Materially reduced exposure. Validation gaps remain. Permanence decisions may precede full proof.

Progression requires

Application of standard sequencing logic across all capability decisions.

For Fractional Professionals

Indicators

Scope defined before engagement begins.

Cadence agreed with clients.

Client portfolio begins to reflect deliberate selection.

Risk profile

Validation discipline not yet consistently applied.

Progression requires

Application of sequencing discipline across engagements.

Deployment of fractional capability prior to further commitment.

Consistent validation before expansion of scope.

Level IV - Sequenced Architecture

Capability deployed according to standard sequencing logic.

For Organisations

Indicators

All five sequencing steps applied consistently.

Outcomes defined before cost.

Minimum irreversible capability deployed first.

Cadence deliberately structured.

Validation precedes scale decisions.

Risk profile

Low. Dependency exposure structurally managed. Permanence decisions follow validation.

Progression requires

Capability embedded within governance and validated before any permanent commitment.

For Fractional Professionals

Indicators

All engagements follow defined sequence.

Fractional capability deployed before further commitment.

Scope, cadence, and validation defined before expansion.

Risk profile

Low, sequencing discipline consistently applied.

Progression requires

Embedding sequencing discipline across all engagements.

Validation applied prior to any extension or permanence.

Client portfolio structured within a defined operating model.

Level V - Foundational Integration

Capability embedded within governance and validated before permanence.

For Organisations

Indicators

The Fractional First® Standard embedded in organisational or professional operating model.

Governance structures reflect sequencing discipline.

No permanent capability commitment made without prior validation.

Risk profile

Minimum. Sequencing discipline is structural, not circumstantial.

For Fractional Professionals

Indicators

Sequencing discipline governs all engagements.

No work extended without validation.

Client relationships operate within a defined model.

Risk profile

Minimal, practice operates within the standard.

No further maturity stage is defined within Version 1.0.

Future accreditation criteria will align to defined maturity stages.

Maturity is measured by sequencing discipline, not scale.
